But your file must be complete and convincing and contain all the required information.

Typically, technical needs are low-cost and can be broken down into shares worth no more than 50 Saudi Riyals, for example. Here, you can conduct a simple campaign to raise money for your technical needs from "simple" donors who are easy for you to reach and obtain these amounts from them, while demonstrating the great impact that those technical solutions will achieve.
